Giving to the Library at the Holidays
What an amazing year this has been for the UTHSCSA Libraries! The UTHSCSA Regional Academic Health Center (RAHC) Library was the recipient of the 2004 National Award for Library Service. This is the nation's highest honor for extraordinary public service provided by libraries, and the first time a health sciences library has won the award. The award ceremony will be held next Spring at the White House.
We were also recently honored when the UTHSCSA RAHC Library and the Biblioteca Las Américas in Mercedes, Texas were awarded the Blue Ribbon Consumer Health Information Award from the National Commission on Libraries and Information Science for a joint project. The UTHSCSA Libraries' tradition of excellence was further expanded to include four funded library outreach grants.
Despite these honors and accolades, the cost of maintaining a quality collection and excellent information services has outpaced the state funding that has been available. Last year your donations were crucial to us. A year of reduced funding caused us to re-evaluate library priorities and led to the vision of establishing a regional knowledge center of the future. We are challenged to determine how best to distribute library services across 38 counties of South Texas and to continue to build electronic access to collections.
As the holidays approach, please consider honoring a family member, friend, or colleague by making a contribution to the Library that will be of lasting value. The generosity of faculty, staff, students, alumni, and friends can provide critical resources for the UTHSCSA Libraries. The Library will send a holiday greeting to the honoree, acknowledging your gift, and will list all gifts in a future issue of the Library News. Public Response to NIH Public Access Proposal
The National Institutes of Health (NIH) received about 6,000 comments on its "Enhanced Public Access to NIH Research Information" by the November 16 deadline. As of the end of November, NIH had tallied a preliminary count based on 95% of the responses. NIH officials caution against drawing conclusions, because large organizations only had a single vote and some people did not answer all the questions. Of those who did, however, four of five clicked "agree" to the concept that research results should be freely available. Two of three commenters said they liked NIH's implementation plan, which would require that NIH-funded investigators submit their final, peer-reviewed manuscripts to PubMed Central, NIH's free online full-text archive, for posting six months after publication. NIH was originally supposed to have an implementation plan in place by December 1, 2004, but due to the large volume of responses, release of an implementation plan has been delayed.
American Physiological Society Responds to NIH Proposal
The American Physiological Society (APS) has posted comments on its web site in response to the NIH open access proposal that would request authors to deposit a copy of manuscripts resulting from NIH funded research within six months after publication. The commentary can be viewed at http://www.the-aps.org/news/nihaccesscomments.htm. The commentary includes a legal analysis that was jointly commissioned by the American Association of Immunologists. The APS, like some other scientific societies, is opposed to the NIH proposal and is requesting the NIH withdraw its open access proposal.

Methods in Enzymology Online Trial
The UTHSCSA Library is sponsoring a trial of the online version of the popular book series, Methods in Enzymology. Elsevier, publisher of Methods in Enzymology, has recently released current volumes in electronic form. The Library is interested in determining whether the online version of Methods in Enzymology can replace the current print volume subscription. Briscoe Library Tests New Study Chairs
The Windsor chairs at the study tables have been in the Briscoe Library since the building was opened in 1983. These chairs are famous for being virtually indestructible, but they are also notoriously uncomfortable. This month, we are testing four chair styles and asking Library users to vote on their preferences. We will select fabrics to complement the existing décor. Look for these chairs on the 4th and 5th floors and email your vote to Jonquil Feldman at feldman@uthscsa.edu.
E-Journal News
The following electronic journals have recently been added to the UTHSCSA Library's collection. Most of these new e-journals are provided through subscriptions purchased by the University of Texas System Digital Library or the TexShare statewide library consortium. Links to e-journals can be found in the BLIS catalog record for the journal or from the e-journals web page at http://uthscsa.1cate.com. An 'embargo' on a journal means that current issues are not available for the embargo period.
